You still have to spend the 20 exp before that. That's 20 days of
nothing but learning the language. That kind of cramming should really
give you a good starting level. To add some more realism, you could of
course make some rules about how the progress goes, just like with
weapon and shield skills. Something like (Em/20)*Exp. spent. That would
definitely be better than just 20 days of being unable to speak, and
then a sudden leap forward.
