I wonder why that EL = max half MEL limit has been set.
If you throw a D10 to get the EL, you will exceed the MEL/2 in more than
half of the cases. So more often than not EL will be MEL/2.
If you wanted to limit the EL, why not throw a D6.
I know magic-users with spells in their spell list at an EL higher than
half their MEL, or higher than their MEL for that mather. So why isn't this
allowed for random (npc) magic-users. Why not allow the EL to be equal to
the D10 roll, period.
I have no intention to change any rules or anything, just wondered if
anyone else ever considered this issue or maybe made some house rules on
this point.
