Okay, put that way I think I can understand your point.

This case has only, in my games, come up with bows...For hand weapons thay
have pretty much stuck to their trained weapon.

I'll ponder this some more, but I think you've won me over on this.  Not
having the negative cost for untrained is good, and makes the loss of a
longbow in a land that uses shortbows that much more of a bother.
