Mana Batteries

Ultimately Mana Batteries should improve a spellcaster's ability to store
and cast mana beyond what might be available without the mana battery.
Preferably this should be done without excess complexity.
How much improvement is possible should be somewhat variable based on
various factors. EL in Ensorcellment is the most obvious factor.
The potential reasonable limits for the variability are between a MINIMUM
equal to no bonus to a spellcaster's base Mana Regeneration and Casting
Ability and a MAXIMUM of a daily regeneration equal to the most the
spellcaster could cast per day minus the spellcaster's base Mana
Regeneration. This would be Energy Level (EnL) plus extra-somatic aid
(Staff ELx8) minus spellcaster's base Mana Regeneration.
In simpler terms this is a range of Mana Regeneration from 0 to maybe 280
(in the case of a truly exceptional spellcaster) with storage of
approximately ten times the Regeneration.
How much Mana the Referee wants flung around may be the deciding factor
in figuring out the limitations on Mana Batteries. If godly powers are
desired then perhaps no limitation beyond what is in the book is necessary.
The other extreme would be to disallow Mana batteries entirely.
The limitation I would be comfortable to use as Referee would be in the
range of a maximum of around doubling of a spellcaster's base Mana
Regeneration and Casting Ability. Using a Maximum of EL+1 for total Mana
Regeneration from Batteries and ten times that for storage fits the
doubling maximum fairly well. Other Referees may be inclined to allow
substantially more Mana storage and Regeneration capability.
Can anyone use anyone and everyone else's Mana Batteries?
Another question is: How does Dedication affect a Mana Battery?
