[PnP] Watchful Sleep

I'm a stingy ref, and I use it as cumulative. Otherwise, low level castings would reduce the recovery. I can see some logic in that; the recipients are "light sleeping", but I buy more into the magic slumber with an alarm system idea.

I presume that it is cumulative.

Presumably casting Watchful Sleep would count as using mana for Rule 1.32721 
so MEL would not be added to the number of points regained. However, if the 
magic-user instead gets the spell cast on her by someone else or by an item 
and uses no mana wouldn't the magic-user then get the cumulative benefits 
from Rule 1.32721 AND Watchful Sleep?



Also, does the regenerative effect for mana NOT work for EL0 through EL3?
