[PnP] Ship sanity check please

Bwahahaha!

In the final phases of tweaking my shipwright program, still not happy  
with the toughness/seaworthiness formulas.  Did web searching and  
found my old mailing list entries from 2001...nearly seven years  
later, and the same group of players are dragging me back to ship  
rules. :P
