Sorry about the back-to-back.
The other thing for Fatal Spear (and also Elf-shot) is the societal effects of it's use. Without me ever given any hint or clue that there might be a stigma to using it, I had my party petitioning for counsil with sidh nobility or another elder councel before casting fatal spear the first time. It was used once, in one fight, and then destroyed in the presence of a dwarven lord. This was the players, I never told them there would be any problem with it. They viewed that a spell this grim should be of "high concern", and refused to use it without taking all channels available.
They are a bit more free with elf-shot, but still always notify someone before dedication and after (if they can't do so before) using it. I've come to expect (but never require) this. Some form of social limitation could easily tone down these spells. My group added these for me, but they are something to consider.
Law, balance, and chaos are stolen magics, essentially. Balance gains decent access to elder, but the others do not. Sidh and elder powers are typically given. Therefore, justifying there use makes a lot more sense. Simple magics (like Healing) wouldn't warrant much note. But a Sidh-only Elf-shot should be considered fairly guarded.
