[PnP] Magic items and spells they cast

Ok...I understand how Abysmals work for MU's casting spells, but what about when using a Talisman or sword or wand that has a magic power.  Shouldn't the item be penalized and notthe MU?...or at least not so severely?

Or...should the MEL be used to somehow modify the Abysmal chance roll?
