[PnP] Influence chance formula

My interpretation of the rules is that the human's appearance is 
effectively modified by perceiver's race, it is not a flat plus or minus 
to the IC. In this case of say, 18 Ap (low average Ap to other humans) 
may be perceived by an Elf to be Ugly effective Ap of 8. But that is not 
Hideous and so only has a -5 modifier to the IC. Rule 1.33611 lists the 
order in which the factors are applied (+X then  +X% then -X% then -X). 
Note if the Elf is attracted to the gender of the human (generally 
opposite sex) the Ap factor would be applied twice.

I would calculate it to be: IC = (17 - 5) + (40% +40%) + (-0%) + (-40 + 
14) x  = (12) x (80%) x (-26)= 9.6 - 26 = -16.4 = No chance.

Determining what "under pressure to refuse the request" means is subjective.
