My post still stands.
IF they are trained they can be trained by a book.
A kid learning that if he twists his hand this way and says Kabam
will suddenly create a ligh tot light a candle. That is not innate
but some eagerness to learn and thus a candidate to train.
But as with all things it depends....case b case..
