With most natural items, yes, but not all. And lower power is already defined: skill in the spell determines how much is awakened by a given casting. Quantity, not quality. Quality is purely the natural magic in the natural magic item. The spell is a catalyst, not an empowering agent. Assuming its necessary at all. It isn't always.
