The Covenant: I give it a pretty basic view, slightly modified in the descriptions of powers and worlds. An upper world being can not enter the lower world, and vice-versa (except elves and alfar, who are connected to both). The same holds for the magics they grant. Mortal creatures resident to these realms have their power multiplied in their own realm.

IMHO, the reason the Gods don't get more directly involved is connected to this. They may become mortal in the middle world (like the Asguardians, or some Olympian tales). They are still very powerful, but they can be killed. They do not have the power to move two worlds away, at all. Many of the lower world creatures specifically despise Law or Chaos. These dieties would be in great peril to try to interfere within the reach of these beings (and their gods) when not protected by true immortality.

Solution for the gods: 1- Religeon: Reward those loyal with enough power to do your bidding. 2- Beasts: CREATE (per astral powers, possibly) loyal and powerful minions to send out. 3-Avatars: Only send a small portion of yourself out.

It works for me. Now, back to the spawning question (which I couldn't read due to color, at first): I like the "damage" option. Say, (EL+1)x10 Will, regaining 1 per phase, being out of it until back above 0. This would allow some to fight it off faster than others. It the loss cannot put the will below 0, a single casting would be ineffective. Under certain conditions, I think a regain up to MDV per phase might even work.

Scott Adams <longshot@darktech.org> wrote:

This question leads to an overall meta question that has to be answered - what are the various "rules" of magic in the world, as enforced by the gods above? These meta rules will define what sort of resistances targets have.

For example, there must be some sort of covenant or tie that keeps the gods themselves from coming down and capping your ass if you get too big...they must resort to champions or lesser avatars, of which they do not have an unlimited supply (as seen in nearly all fanatasy stories I know of, otherwise the heros would die as soon as they flipped off the first god. :}). Who/what defines or enforces this covenant? What limits are there on the powers that be in their impinging of the middle world?
