Potential For Public Domain Release of the Rules

Has anyone considered the possibility of being able to publicly release the
rules, or getting P&P in the public domain?

I have the entire rules set, Tower of the Dead, and Perilous Lands...it's a
shame that we couldn't release a version with our own changes made to it,
etc.

I wonder how legal it would be release a completely revised version, with a
completely different layout than the original?
