[pnpgm] Ben'Dar actions

Ben'Dar would prefer to camp outside, since he dislikes towns in general.

Since he has virtually no money, he won't buy any supplies.  To Caladan, "Thank you for buying more food."

No change to skill training - Ben'Dar will continue to work on his horsemanship.
