Just remember that in order to do anything secretive in an area you must 
pay off any organized criminal organization or they will inform on you. 
Thus they will know a lot about things in their areas.

This is also true of secret mages as they will turn in rogue elements 
simply because they draw attention to all mages. Either join or leave as 
you will be next on the execution list.

And the criminals must also know of the mages and get paid enough to 
keep it secret, of course they also have threats to cut those costs. And 
going back on your word is bad for business.

That said, there is a lot of information that could be gained here as 
well as a lot of risks.
I personally do not mind it takes time as long as it is done right
Do not just abort it
