<It is a mass version of extreme Luck for non spell use and quickly 
becomes very dominant!
<Do not forget that (El+1)*3 factor is the boost in deadly hits etc, it 
is a huge boost in combat skill
<A (El+1)*1 factor is still very useful, the *3 is incredibly powerful 
and needs some limits
<Limiting it to working inside that radius would keep that under more 
control though not nearly as useful at low levels
<Of course such things are GM decisions
