[pnpgm] speed

Upon hearing that she and Kiet were to go after the officer Z'leyra offers
"Kiet, please accept this spell to hasten your steps" as she touches Kiet
with her staff and casts Balance spell of  Speed at ELmax thru her staff,
after which she casts it on herself (not thru staff) and follows. She calls
to Corona to track this officer from above.
