I believe the consensus last time was that it has to restore 1HP or it's not healing. THat's my vote anyways.

For the healing # per day rule.

I think it would for a NMI that is magically enhanced and used to 
make the potion.

But let's say a unenhanced natural plant would not as it could be 
found in nature.
