Initial Skill Variant

When characters learn ANY skill (combat skills included -- it's a couple of percent gain for pete's sake!), their initial level in the skill is equal to the LOWEST attribute in the maximum level formula, not the highest as specified in Book 1.

We have tried this and it works pretty well. The LOWEST factor prevents players from hyping up a single attribute and then getting a ton of skills at insane levels for starting level.
